First responders were inundated with calls for help but could only respond to a fraction of victims trapped in their homes. Harris County Judge Ed Emmett and other officials called for anyone with a boat or high water vehicle to assist in rescues. The result was neighbors helping neighbors and ordinary citizens from as far as Tennessee volunteering in the rescue efforts. In some parts of the city, officials had to turn volunteers away because they were overwhelmed with support. Thousands of people have been rescued from flooding waters thanks to these volunteer citizens.
